A recording posted on X captures organizers of a democracy-renewal group describing a plan for governors to take over governing if the federal government is ever deemed illegitimate. The account that posted it, DataRepublican, says the audio shows a coordinated effort to declare the government illegitimate. WECU News could not authenticate the recording on its own. What it contains, and what it does not, is set out below.
Governors Would Lead If Washington Is Illegitimate
Organizers on a recorded Aug. 13 call describe 'redlines' and a memo for governors.

The audio is labeled as an Aug. 13, 2026 online call titled "RAD Dialogue: Structural Transformation & Deliberative Democracy," recorded on Fathom, an AI note-taking service, as audio only. RAD appears to refer to Renew American Democracy, a platform co-founded by Danielle Reiff, a retired U.S. diplomat. WECU News listened to the audio and made its own transcript of the passages below.

Some questioned whether a group of 200 ex-USAID officials could actually pull off their ambitions to rewrite the Constitution.
Here, they describe exactly how it works. They aren't⦠pic.twitter.com/1zktzZaVeh
What the speakers say
The first speaker, labeled Danielle Reiff, describes what she expects: "a very acute legitimacy crisis, sometime in the next few months or in the next few years where literally our federal government becomes illegitimate." In that moment, she says, "we can... leverage it for a big structural reform, you know, refounding moment."
A second speaker, labeled Paul Zeitz, describes the United Democracy Alliance as "a huge coalition of the blocking movement, the people that are doing all the lawsuits and the civil resistance and the non-cooperation." He says its members "have developed a set of redlines that are now being refined in terms of indicators and metrics." They are also building "a situation room," he says, to give "real time updates" to the "movement of movements" ahead of the 2026 and 2028 elections. He says the work is being led under an organization he calls the National Security Leaders of America, which appears to be National Security Leaders for America. He describes it as "1600 cross partisan military, intelligence diplomats, ambassadors."
The same speaker describes an options memo for governors. "If the Federal Government's deemed to be illegitimate by whatever crossing of whatever redline, and everyone agrees that, then the Governors become the leading governing authority under the current republic framework of the constitution," he says. He says the memo went to Governors Safeguarding Democracy and to governors in Utah, Wisconsin and Washington state.
A third speaker, labeled John Mongan, says he had earlier shared it with the governors of Massachusetts, California and Illinois. "Massachusetts didn't want to touch it," he says. "California and Illinois were both interested in getting involved if someone else would take the lead on it." His public profile lists State Department work through October 2025.
He says governors and leaders would need to make action plans now for which functions of government they would assume and how they would coordinate with each other and with foreign governments, "to basically wall off these illegitimate individuals and keep on trying to run the country or at least parts of the country in the absence of a functioning federal government." He then adds: "I really want to emphasize this is not a concept for [secession]. No one is talking about leaving the United States."
Who is speaking
The speakers are identified by labels on the recording, which WECU News could not confirm with the participants. Reiff spent about 20 years at USAID. In an Aug. 18 post, five days after the call, she wrote that RAD proposes to "co-create a legitimate, lawful process that lets the American people deliberate on this question." The post also praises the Civil Rights Movement's "disciplined nonviolence."
Zeitz, a physician and former State Department official, describes his movement, #unifyUSA, on his website as a "peaceful revolutionary political movement." He has also written a book titled Hit Refresh on the U.S. Constitution. Public profiles fit the roles on the recording. A name match is not a confirmation.
National Security Leaders for America, which the speaker says is leading the effort, is a Washington, D.C., nonprofit. Its Guidestar listing names Michael Smith as principal officer and shows about $245,000 in program expenses for bus tours and communications. The listing does not mention the United Democracy Alliance, and WECU News could not confirm the group's membership of 1,600.
The "redlines" document
In a separate post, DataRepublican published an excerpt of a document it says it scraped, with criteria for when a government "crosses the threshold into illegitimacy." It lists five conditions, including manipulated or suppressed elections, a sitting executive staying in office past the constitutional end of a term, defiance of final court orders, and use of the military or federal forces against voters or peaceful assembly "in ways that make democratic participation impossible." The excerpt does not say who wrote it or when, and it names no person or party. It says its definitions and standards come in later sections, which have not been posted.
In the same thread, DataRepublican restates the five conditions in what it calls plain English, including "Don't do any investigations of election fraud, or you're illegitimate" and "If Republicans win too many elections, then you're illegitimate." The excerpt does not say that. Each condition in the text ties illegitimacy to manipulation, defiance or suppression, and none mentions investigations or Republican wins.
What is not established
The recording, as transcribed, does not mention the Insurrection Act or violence. It names no protest group, including No Kings, Indivisible and 50501. It also does not say the alliance directs protests. The speaker says the situation room is for giving movements updates "so that we can respond."
DataRepublican's thread goes further. It says the alliance "decides when protests get deployed," that its members take part in Insurrection Act exercises on other calls, that Erica Chenoweth conceived it, and that about 200 former USAID officials are involved. The thread offers no evidence for those claims beyond the account's own description of other recordings WECU News has not heard. WECU News's searches of public sources did not turn up a website or statements from the United Democracy Alliance itself. The account's author also promotes a book on the subject in the same thread.
Funding for RAD is only partly visible. Zeitz's website says #unifyUSA is "a project of the Mediators Foundation," a Boulder, Colorado nonprofit that reported $3.5 million in 2024 revenue, nearly all from contributions, according to a tax-records summary. Those totals cover the whole foundation, and the website does not say whether RAD is also a Mediators project. The Democracy Renewal Group, which Reiff says she co-founded, asks for donations and lists no funders. WECU News found no tax filings for RAD or the group itself, so who pays for the work is unknown. It also found no document linking this money to Indivisible, 50501 or No Kings.
Governors Safeguarding Democracy is a coalition of Democratic governors that launched in November 2024. WECU News has not seen the memo and has not confirmed that any governor received or reviewed it. WECU News did not contact the participants before publication.
What the recording does show is that organizers have discussed, in detail, what governors would do if they judged the federal government illegitimate. Whether any governor has agreed to act is not known.
